A client-side project manager manages the whole project on the owner’s behalf — from brief and budget through design, procurement and construction. A superintendent is a specific role appointed under the building contract to administer it and certify time, cost and quality. At the start — before consultants are engaged and well before a builder is selected. The decisions with the biggest cost consequences happen early: brief, budget, procurement route and contract form. Appointing owner-side management after those decisions are made limits what it can protect.
The fee scales with the project. On smaller projects the engagement is often part-time oversight at key stages — tender, contract award, claims and completion — rather than full-time management. The exposure that matters is not project size but contract value at risk.
